Prohibits sale, lease, rental, or gifting of Broughton Hospital state-owned property without General Assembly approval beginning in the 2014-2015 fiscal year and beyond.

Requires the Department of Health and Human Services to maintain Broughton Hospital facilities in their current condition or ensure they remain suitable for alternative use without major repairs or renovations.

Appropriates $400,000 from the General Fund to the Department of Commerce for fiscal year 2014-2015 to study potential future uses of the vacant hospital facilities and adjoining state-owned properties in partnership with multiple state and local entities.

Study must examine potential uses, economic benefits and costs to the state, local governments, and private sector, and any other relevant matters regarding redevelopment of the Broughton Hospital facilities.

Requires interim report by December 31, 2014 and final report by June 30, 2015 to relevant legislative committees; becomes effective July 1, 2014.
