Municipalities may enter into reimbursement agreements with private developers and property owners for design and construction of municipal infrastructure included in the municipality's Capital Improvement Plan, such as water mains, sewer lines, streets, sidewalks, and traffic control devices.

Municipalities must enact ordinances establishing procedures and terms for approving reimbursement agreements.

Reimbursement funds may come from any lawful source available to the municipality.

Construction contracts subject to reimbursement agreements must comply with public advertising and bid opening requirements that would apply if the municipality awarded the contract directly.

Law applies only to Town of Mint Hill and Cities of Concord and Kannapolis, effective upon becoming law and expiring June 30, 2021.
