Exempts regional schools from the requirement of having no more than 100 students per grade level when applying for Cooperative Innovative High School (CIHS) designation.

Exempts regional schools from the requirement of being located on the campus of a partner higher education institution for CIHS approval.

Designates the Northeast Regional School of Biotechnology and Agriscience as a CIHS for the 2014-2015 school year, with requirement to apply for formal approval to maintain the designation beyond that year.

Appropriates $14,915 to the Department of Public Instruction for the 2014-2015 fiscal year to reimburse UNC for tuition costs of students at the Northeast Regional School of Biotechnology and Agriscience attending courses through North Carolina State University.

Becomes effective July 1, 2014.
