Prohibits University of North Carolina System and affiliated medical schools from restricting, interfering with, or limiting access to medical student clerkships, rotations, or graduate medical education positions at hospitals, Area Health Education Centers, or medical practice locations.

Requires equal access for students enrolled at any other accredited or provisionally accredited North Carolina allopathic or osteopathic medical school.

Effective upon enactment and applies to contracts and agreements entered into, renewed, or amended on or after the effective date.
