Prohibits employers from discriminating against employees or job applicants based on reproductive health decisions, including decisions to use or access particular drugs, devices, or medical services, or based on employer beliefs about such services.

Allows employees discharged or applicants denied employment in violation of this section to file civil lawsuits within one year to recover lost wages, obtain reinstatement with preserved seniority and benefits, or secure employment offers.

Permits courts to award reasonable costs including court costs and attorneys' fees to the prevailing party in discrimination cases brought under this section.

Appropriates $100,000 from the General Fund to the Department of Administration, Office of State Human Resources for the 2014-2015 fiscal year to ensure State agency compliance.

Takes effect October 1, 2014 for the discrimination prohibition and applies to causes of action occurring on or after that date.
