Reduces waiting period for expunction of nonviolent felony convictions from 15 years to 10 years after conviction or completion of sentence, whichever is later.

Establishes new 5-year waiting period for expunction of nonviolent misdemeanor convictions, measured from conviction or completion of sentence, whichever is later.

Eliminates certain eligibility restrictions for expunction when charges are dismissed or not guilty findings are entered, removing prior conviction disqualifications.

Makes expunction available under drug offense provisions (G.S. 15A-145.2) retroactively for individuals who previously did not qualify.

Appropriates $250,000 to the Department of Justice for fiscal year 2014-2015 to cover additional costs of criminal record checks; effective dates are December 1, 2014 for most provisions and July 1, 2014 for appropriations.
