S861 - Burlington Charter/Revision and Consolidation

• Revises and consolidates the Charter of the City of Burlington into a single document covering municipal organization, powers, elections, administration, and services.

• Establishes City Council composition of four members plus a Mayor elected at large for two-year and four-year terms respectively, with regular elections held in odd-numbered years.

• Creates administrative structure including City Manager as administrative head, City Clerk, Finance Director, City Attorney, Chief of Police, and Fire Chief, with City Council oversight of appointments and removals.

• Grants City authority over taxation, budgeting, borrowing, property management, zoning, planning, building regulations, and local improvements including streets, water mains, sewers, and sidewalks with assessment procedures.

• Repeals eleven prior local acts dating from 1961 to 2010 that addressed various aspects of Burlington's government and consolidates their provisions into this unified charter, effective upon ratification.
