Appropriates $3,000,000 from the General Fund to Wayne County for the 2014-2015 fiscal year for capital costs of the Wayne Regional Research and Education Agricultural Center.

Funds designated for design, schematic drawings, plans, and construction of the proposed agricultural center facility to be located in Wayne County.

The center will house the North Carolina Cooperative Extension Service, Farm Service Agency, Division of Soil and Water Conservation, Cherry Farm Unit administration, and Center for Environmental Farming Systems.

The proposed 60,000-square-foot facility is estimated to cost $11.5 million total, with Wayne County retaining ownership and responsibility for future operational costs.

Effective date: July 1, 2014.
