Remove three parcels (PIN 0768-39-2255, PIN 0768-39-4288, PIN 0768-39-6587, totaling 1.07 acres) from Raleigh's corporate limits effective June 30, 2014.

Add the same three parcels to Durham's corporate limits effective June 30, 2014, with all existing Raleigh tax liens remaining valid and collectible.

Amend G.S. 160A-329(b) to clarify that "municipal services" for annexation purposes includes both water and sewer services (not just one), and permit certain subdivisions with pre-July 1, 2014 utility agreements to receive water service without sewer service.

Modify S.L. 2013-386 by removing the "Colvard Farms Tract" annexation provisions and replacing them with alternative "751 South Annexation Area" property descriptions (170.491 acres and 0.870 acres).

Allow Durham to annex the Colvard Farms tract (87.125 acres) within 180 days after June 3, 2023, using either standard annexation procedures or through a simplified process requiring public hearing and City Council discretion.
