Exempts an interlocal agreement between the City of Asheville and Henderson County (dated April 16, 2014) regarding the Bent Creek Property from compliance with the Sullivan Acts and Article 16 of Chapter 160A of the General Statutes.

Relieves both parties from obligations under Chapter 399 of the 1933 Public-Local Laws (Sullivan Act), Article 16 of Chapter 160A as amended by S.L. 2005-139 (Sullivan Act II), S.L. 2005-140 (Sullivan Act III), and S.L. 2009-114 (Sullivan Act amendment).

Exemption applies specifically to the use of the Bent Creek Property and disposition of proceeds from its sale as outlined in the April 16, 2014 interlocal agreement.

Becomes effective upon enactment.
