Creates a Department of Education within the Executive Branch to replace the State Board of Education and the elected position of Superintendent of Public Instruction.

Establishes that the Department head shall be appointed by the Governor and confirmed by joint resolution of the General Assembly, with provisions for filling temporary vacancies by law.

Removes the Superintendent of Public Instruction from the list of elected constitutional officers in Article III, Section 7(1).

Requires voter approval of the constitutional amendments through a statewide general election on November 4, 2014.

Makes the amendments effective January 1, 2017, extends current State Board of Education members' terms until that date, and eliminates the 2016 Superintendent of Public Instruction election.
