Disapproves the Environmental Management Commission's Mitigation Program Requirements for Protection and Maintenance of Riparian Buffers rule adopted on May 9, 2013, pursuant to G.S. 150B-21.3(b1).

Directs the Environmental Management Commission to adopt a new Mitigation Program Requirements for Protection and Maintenance of Riparian Buffers rule by October 1, 2014, that is substantively identical to the April 10, 2014, Consolidated Buffer Mitigation Rule Stakeholder Report.

Amends G.S. 143-215.1 to allow high rate infiltration wastewater disposal systems to use non-native soils in basin sidewalls without counting them as part of the disposal area if specific standards are met.

Requires treatment systems using non-native sidewall materials to include effluent filtration to 0.5 microns or less with duplicate essential treatment units.

Establishes that 75% of non-native soil materials must have particle sizes less than 4.8 millimeters and non-native materials cannot comprise more than 50% of the basin sidewall area.
