Requires utility owners to locate and describe underground utilities upon written or oral request from surveyors responsible for surveying underground facilities or designing underground structures.

Surveyors must provide notice to utility owners at least 10 working days before starting a survey, including surveyor contact information, survey start date, duration, and area to be surveyed.

Utility owners (except small water or wastewater utilities serving 100 or fewer connections) must provide location and description of underground utilities, scaled drawings with reference points, or allow inspection of facility records before the survey begins.

Exempts notices from engineers or architects surveying single-family residential properties, but requires utility owner response if notice comes from a property owner or surveyor retained for property development.

Became effective July 15, 2013, and applies to all notices given on or after that date.
