Modifies G.S. 160A-63 to change how midterm city council vacancies are filled in elections occurring more than 90 days after the vacancy.

When both full terms and unexpired terms are on the ballot at the next regularly scheduled city election, candidates receiving the highest votes equal to the number of full terms are elected to full terms, and the next highest vote-getters equal to the number of unexpired terms are elected to those unexpired terms.

Applies exclusively to the Town of Tabor City only.

Effective upon enactment and expires on December 31, 2013.
