Requires clerk of superior court to retain names and addresses of persons excused from jury duty based on disqualification for at least two years, with records related to voter qualifications made public and provided to State Board of Elections.

Recodifies G.S. 15A-311 as G.S. 64-6 and repeals exception allowing law enforcement officers to use local identity documents when other identification is unavailable; prohibits local governments from accepting matricula consular documents or locally-issued identity documents for determining identity or residency.

Establishes process for Attorney General to investigate complaints of local government noncompliance with immigration-related state laws, requiring investigation completion within 60 days of complaint filing.

Renders noncompliant local governments ineligible to receive state funding distributions under G.S. 115C-546.2 (education) and G.S. 136-41.1 (transportation) for one fiscal year, with extension to two years if noncompliance continues beyond 60 days.

Allows private citizens to file complaints with Attorney General using prescribed form; establishes public database of noncompliant entities; permits private enforcement through declaratory and injunctive relief actions in Wake County Superior Court with prevailing party attorney's fees awarded.
