Authorizes the State Health Director to prescribe opioid antagonist (naloxone hydrochloride) through a statewide standing order as an alternative to individual prescriptions.

Allows practitioners to directly or by standing order prescribe opioid antagonist to individuals at risk of opiate overdose or to family members, friends, or others positioned to assist them.

Permits pharmacists to dispense opioid antagonist pursuant to valid prescriptions issued under the bill's provisions.

Grants immunity from civil and criminal liability to the State Health Director, practitioners who prescribe the antagonist, pharmacists who dispense it, and any person who administers it in good faith with reasonable care.

Requires persons receiving opioid antagonist to exercise reasonable care when administering it to others experiencing drug overdose, including receipt of basic instruction on proper administration.
