Repeals solid waste permit requirements for yard waste facilities, which must instead submit a notification form to the Department signed and notarized by the landowner and facility operator.

Requires yard waste facility notifications to be filed with the Register of Deeds' Office and indexed in the grantor index, with the recorded notification and book/page number sent to the Department.

Expands the definition of "yard waste" to include yard trash and land-clearing debris such as stumps, limbs, leaves, grass, and untreated wood.

Yard waste facilities remain subject to all federal, state, and local laws including zoning, floodplain, wetland restrictions, sedimentation and erosion control, and mining regulations.

Becomes effective July 1, 2017, and applies to yard waste transfer, treatment, processing, storage, or disposal occurring on or after that date.
