Restricts health advisories for drinking water contaminants to those with established maximum contaminant levels (MCLs), treatment techniques (TTs) under federal or state law, or interim maximum allowable concentrations (IMACs) for state-led contamination investigations.

Applies restrictions to both private drinking water wells and public water systems, prohibiting advisories for contaminants without these established standards.

Exempts the Department from these restrictions regarding its authority to investigate, respond to, and remediate environmental contamination that presents an imminent threat to public health, safety, welfare, or the environment.

Maintains existing requirements for testing newly constructed private drinking water wells and local health department registries of wells and test results.

Clarifies that restrictions on health advisories do not conflict with federal Safe Drinking Water Act requirements or state law authorities addressing imminent threats to public health and the environment.
