Department of Environmental Quality must study the effectiveness of nutrient management strategies, including in situ mitigation, on protecting and improving water quality in impaired water bodies as defined by federal government.

Department must determine whether nutrient management strategies will ever be effective for protecting or improving water quality in impaired water bodies.

Department must report findings and recommendations to the Environmental Review Commission no later than December 1, 2016.

Bill becomes effective upon enactment.
