Allows towns of Apex, Cary, Garner, Knightdale, Morrisville, Rolesville, Wake Forest, and Zebulon to transfer retired service animals to designated recipients.

Permits counties of Guilford, Moore, Randolph, and Surry and their municipalities to transfer retired service animals used by police departments or other town agencies.

Authorizes transfer of retired horses, dogs, or other animals to the officer or employee who had normal custody and control of the animal during public service.

Allows transfer to surviving spouses or children of officers killed in the line of duty who had custody of the animal, or to organizations dedicated to retired service animal assistance.

Requires the governing body to determine the transfer price and conditions, with recipient agreeing to accept ownership, care, and custody of the animal.
