Makes base budget appropriations from the General Fund for state departments, institutions, and agencies for the biennium ending June 30, 2017.

Appropriates funds from the State Highway Fund and State Highway Trust Fund for the Department of Transportation maintenance and operation for the biennium ending June 30, 2017.

Authorizes appropriations from federal block grant funds for the fiscal year ending June 30, 2016, for both DHHS and NER block grants.

Provides that appropriated amounts are maximums and any unused funds shall revert to the appropriate fund at the end of each fiscal year, except as otherwise provided by statute.

Becomes effective July 1, 2015, with textual provisions applying only to the 2015-2017 fiscal biennium unless indicating intent for longer-term effects.
