Directs the Administrative Office of the Courts, in conjunction with the Office of Indigent Defense Services, to establish a pilot project creating a uniform fee schedule for attorneys' fees in district court representation of indigent persons.

Requires selection of at least six judicial districts (excluding Districts 10, 18, and 26) by February 1, 2017, with two districts having small caseloads, two with medium caseloads, and two with large caseloads.

Mandates development of the fee schedule by March 1, 2017, and implementation in district courts by April 1, 2017, considering factors including full cost coverage for adequate legal services, award procedures, and biennial review methodology.

Requires reporting to the Joint Legislative Oversight Committee on Justice and Public Safety by May 1, 2017 on selected districts and the fee schedule, with results reported by March 15, 2018, and biennial reports thereafter.
