Department of Health and Human Services Division of Child Development and Early Education shall study the allocation of child care subsidies, particularly for families moving between counties.

Division must evaluate a statewide funding approach for the subsidized child care program and its impact on children on waiting lists.

Division shall examine mechanisms allowing funding to follow eligible children who relocate to another county to prevent interruption of care or placement at bottom of new county's waitlist.

Division must recommend provisions to protect existing funding for eligible children in counties receiving new families with subsidies.

Division shall report findings, recommendations, and any legislative proposals to the Joint Legislative Oversight Committee on Health and Human Services by December 1, 2016.
