Authorizes law enforcement officers, fire/rescue personnel, and emergency medical services to operate motorized all-terrain vehicles and utility vehicles on public highways with speed limits of 35 mph or less, and on higher-speed highways to transition between speed zones.

Expands the definition of "motorized all-terrain vehicle" in G.S. 20-171.23 and 20-171.24 to include utility vehicles as defined in the motor vehicle code.

Removes previous geographic restrictions in G.S. 20-171.24 that limited municipal and county employee use to specific listed towns, cities, and counties.

Modifies the "move-over law" (G.S. 20-157(f)) to include vehicles being used in the collection of refuse, solid waste, or recycling as "public service vehicles" requiring approaching drivers to change lanes or reduce speed.

Requires all-terrain vehicles operating under this authorization to have operable front and rear lights, a horn, and operators must carry official identification; operators must observe posted speed limits and manufacturers' recommended speeds.
