Prohibits the Director of the Division of Water Resources from requiring on-site stormwater control measures to protect downstream water quality standards, except as required by State or federal law.

Applies to 15A NCAC 02H .0506 (Review of Applications) until the Environmental Management Commission adopts revised permanent rules consistent with this act.

Requires the Environmental Management Commission to adopt amended rules substantively identical to the prohibition on on-site stormwater control measures, with expedited effective date procedures.

Section 2 of the act expires once the new rules adopted under Section 3 become effective.

Takes effect upon becoming law.
