Direct the Department of Environmental Quality to submit written comments to the United States Army Corps of Engineers during the public comment period for the 2017 five-year reauthorization of Nationwide Permits under Section 404(e) of the Clean Water Act.

Require the comments to support the Wilmington District of the Army Corps of Engineers adopting Regional Conditions that increase the threshold for stream mitigation requirements.

Increase the threshold for mitigation of stream bed loss from 150 linear feet to 300 linear feet for both perennial and ephemeral/intermittent streams.

Make the act effective upon enactment into law.
