Establishes a 13-member Joint Legislative Committee on the Unfunded Liability of the Retiree Health Benefit Fund, consisting of 5 Senate members, 5 House members, the State Treasurer, the Executive Administrator of the State Health Plan, and a Board of Trustees representative.

Committee shall examine seven options for reducing the fund's unfunded liability, including increasing appropriations, shifting costs to federal programs, transitioning from defined benefit to defined contribution models, increasing service requirements, requiring employee contributions, and increasing retiree costs.

Committee members may exercise powers under G.S. 120-19 and related statutes, may contract for professional services, and shall receive subsistence and travel expenses at statutory rates.

Committee must issue a final report with findings, recommendations, and any necessary legislation to the 2017 Regular Session of the General Assembly upon convening.

Committee terminates upon filing its final report or upon convening of the 2017 General Assembly, whichever occurs first.
