School of Government at UNC-Chapel Hill must conduct research on evaluation standards and submit a preliminary report by December 1, 2016, and coordinate a working group to develop pilot project standards with a final report due December 1, 2017.

Office of State Budget and Management shall adopt rules implementing the proposed pilot project standards for state agencies designing and implementing legislatively-mandated pilot projects.

All state departments, agencies, bureaus, divisions, and institutions must conduct pilot projects in accordance with the adopted standards unless specifically exempted by law, with requirement applying to projects enacted after June 1, 2018.

Repeals Section 1 of S.L. 2015-52 (the program evaluation division study of overnight respite services).

Department of Health and Human Services must report to the Joint Legislative Oversight Committee on Health and Human Services on overnight respite licensure status by September 1, 2016 (interim) and September 1, 2017 (final), including utilization rates and waiver amendments.
