Allows individuals with a current valid North Carolina driver's license (including learner's permits and provisional licenses) or special identification card for nonoperators to register to vote or change voter registration online.

Requires the State Board of Elections to establish a secure Internet website for online voter registration applications and changes of name, address, or party affiliation.

Mandates verification of North Carolina driver's license or Social Security number through existing procedures, with the Division of Motor Vehicles transferring the digital signature of approved applicants to the State Board.

Requires county and state election boards to update the statewide registration database, search for duplicate registrations, and verify address upon receiving online applications.

Takes effect December 1, 2016.
