Waives the fee for special identification cards issued to individuals with a developmental disability in North Carolina.

Requires applicants to present a letter from their primary care provider certifying they have a developmental disability, using the definition from G.S. 122C-3.

Becomes effective October 1, 2016, and applies to special identification cards issued on or after that date.

Adds a new exemption category to existing fee waiver provisions that already applied to voter registration applicants without acceptable photo identification.
