Finance officers of local governments and public authorities must attend training required by the Local Government Commission related to their powers, duties, and responsibilities.

The Local Government Commission may require training when it is exercising authority over a local government or public authority, or when the entity has received a deficiency letter from the Commission regarding compliance with Chapter 159.

The Commission may collaborate with the University of North Carolina School of Government, the North Carolina Community College System, and other state educational institutions to develop and deliver the required training.

The Commission is authorized to charge and collect fees to cover expenses incurred in developing and delivering finance officer training.

The act became effective upon ratification on June 30, 2016.
