Amends G.S. 143B-1350 to require all state information technology procurement contracts to include a cap on contractor liability of no more than two times the contract value.

Liability cap applies to damages arising from any cause, including losses related to data loss, unauthorized access, or unauthorized disclosure of data.

Exempts contractors from the liability cap for intentional or willful misconduct, damage to tangible personal property, or physical injuries to persons.

Effective upon enactment and applies to contracts entered into on or after the effective date.
