Directs the Division of Child Development and Early Education to conduct a study on costs associated with funding slots for the NC Pre-K program.

Requires the Division to determine the total cost to fund an NC Pre-K slot, including administration and local costs.

Requires analysis of the state share needed to fund NC Pre-K slots by setting type, including public schools, child care facilities, and Head Start programs.

Requires the Division to calculate funds needed to maintain current NC Pre-K slot numbers if per-slot costs increased to amounts recommended by the study.

Directs the Division to submit findings, recommendations, and any legislative proposals to the House and Senate Appropriations Committees on Health and Human Services and the Fiscal Research Division by February 1, 2017.
