House Bill 1044 - Law Enforcement Omnibus Bill

• Establishes the North Carolina Blue Alert System within the Center for Missing Persons to rapidly disseminate information about suspects who kill or seriously injure law enforcement officers, requiring law enforcement agency heads to recommend issuance of alerts.

• Allows law enforcement agency heads or their designees to submit written requests for seized weapons to be turned over to their agency for official use or sale through federally licensed firearm dealers, with proceeds remitted to county education funds.

• Expands the Silver Alert System to protect missing persons and children with dementia, Alzheimer's disease, or disabilities requiring protection from abuse, harm, neglect, or exploitation.

• Prevents motor carriers from avoiding civil penalties owed to the State Highway Patrol by refusing vehicle registration or title transfers for owners with unpaid penalties and fees for motor carrier violations.

• Adds Samarcand Training Academy to exemptions from the Umstead Act and allows forensic scientists to become career state employees after 24 continuous months of employment, matching requirements for sworn law enforcement officers.
