North Carolina Lottery Commission must report cash lottery prize winners claiming prizes of $2,250 or more to the Department of Health and Human Services on a monthly basis for cross-checking against food and nutrition benefits applicants and recipients.

Department of Health and Human Services shall review lottery winner information monthly to identify applicants or recipients who failed to report lottery winnings of $2,250 or more and investigate for fraudulent misrepresentation.

Implements disqualification periods for noncompliance with work requirements for food and nutrition benefits: 3 months for first violation, 6 months for second violation, and permanent disqualification for third violation.

Recipients can be disqualified from food and nutrition benefits for failure to comply with requirements of other federal, state, or local means-tested public assistance programs.

Legislative Research Commission must study eligibility determination and categorical eligibility limitations and report findings to the 2017 General Assembly; any savings from implementation may be reallocated to services for autistic, mentally ill, intellectually or developmentally delayed, or substance-addicted individuals.
