Prohibits the North Carolina Department of Transportation from discriminating against motorcyclists in formulating transportation policy, adopting rules, allocating funds, and planning, designing, constructing, operating, and maintaining transportation facilities.

Defines "discriminates" as any action that prohibits or imposes requirements applying only to motorcyclists with the principal purpose of restricting or inhibiting their access to highways, bridges, tunnels, or other transportation facilities.

Requires the Department of Transportation and other owners or operators of state or locally funded transportation facilities to make reasonable accommodations for motorcycle parking, including sectioning portions of existing parking spaces where feasible.

Exempts from the parking accommodation requirement any parking structures constructed or substantially completed on or before July 1, 2016.

Appropriates $10,000 in nonrecurring Highway Fund monies to the Department of Transportation for fiscal year 2016-2017 to implement the act, effective July 1, 2016.
