Makes technical and clarifying changes to 2015 legislation establishing life-of-site permits for sanitary landfills and transfer stations.

Allows franchise agreements for sanitary landfills previously executed by local governments to be modified by mutual consent to extend duration to the landfill's life-of-site, with a maximum cap of 60 years.

Establishes a permittee fee credit system for existing sanitary landfills and transfer stations, calculated based on the difference between life-of-site and time-limited permit fees, credited over remaining permit years.

Modifies G.S. 160A-319 and G.S. 153A-136 to specify that sanitary landfill franchises may last up to 60 years for life-of-site operations, while other solid waste franchises remain limited to 30 years.

Applies retroactively to July 1, 2015, with provisions addressing permits pending on the effective date and transition timelines for existing facilities.
