Grants the Town of Cary authority to condition site plan approval on compliance with zoning regulations, property dedication or reservation, public improvements, or payment of fees in lieu, with the same power as subdivision regulations.

Authorizes the Town Manager or Deputy Town Manager to grant utility easements, agreements, and similar interests in Town-owned property without requiring Town Council approval.

Allows the Town to sell, exchange, or transfer real property with attached covenants, conditions, or restrictions deemed necessary for public interest, with consideration reflecting any restricted use.

Requires 10 days' notice by publication before Town Council adoption of a resolution authorizing property conveyance, with notice describing the property, interest conveyed, and material terms including any restrictions.

Permits the Town to invite bids or written proposals including development plans for property purchases and may condition transfers on necessary rezoning.
