Expands gift exemptions under ethics law to include campaign contributions properly reported under federal law and gifts between extended family members.

Modifies State Ethics Commission powers to conduct investigations and hearings on alleged violations, and allows hired investigators to assist in inquiries.

Requires agency heads and board chairs to notify the Ethics Commission in writing prior to designating, hiring, or promoting public servants, and to provide them with ethics materials.

Adds new financial disclosure requirements for public servants, including scholarships over $200, stock options/grants/units, and nonprofit organization affiliations; allows use of child initials instead of names on disclosure forms.

Updates lobbyist registration procedures to require filing within one business day of lobbying activities, clarifies registration statement requirements, and allows Commission or Secretary of State to hire investigators for lobbying law violations.
