• Amends the Village of Tobaccoville Charter to allow recall elections for the Mayor and Village Council members.

• Requires a recall petition signed by at least 20% of registered village voters, verified by the board of elections.

• Recall election must be held at the same time as the next scheduled primary, general, or special election occurring more than 60 days after petition certification.

• Officer is removed if a majority of votes cast are in favor of recall; vacant positions filled under G.S. 160A-63.

• Prohibits recall petitions during the first 6 months of an officer's term and during the final 6 months; only one recall election permitted per term.
