Expands the definition of "public member" on the Banking Commission to exclude persons licensed under Article 19B of Chapter 53 of the General Statutes, in addition to practical bankers and consumer finance licensees.

Increases Banking Commission membership from 15 to 16 members by adding one new position for a person licensed under Article 19B of Chapter 53 of the General Statutes appointed by the Governor.

Reduces the number of public members appointed by the Governor from eight to seven to accommodate the new Article 19B licensee position.

Converts Donald E. Fader's current Commission position to the new Article 19B licensee position, allowing him to serve the remainder of his term (scheduled to expire April 1, 2017) in this new capacity.

Becomes effective upon enactment.
