Modifies G.S. 115C-530 to rename "operational leases" to "operating leases" and exempts these leases from compliance with G.S. 143-128.1B procurement requirements.

Requires local boards of education to adopt a resolution and publish notice at least 10 days before entering into operating leases, including evaluation of cost, quality, occupancy costs, and qualification of private developers.

Allows sales and use tax refunds for private developers of schools leased to counties or local boards of education under operating, capital, or build-to-suit leases with terms of 10 years or longer.

Adds lease payments for school building leases to the capital outlay fund and permits funding for lease payments through staff and operational savings achieved by consolidating existing school facilities into leased facilities.

Repeals the July 1, 2015 sunset date of Session Law 2006-232 Section 3, making provisions for school leasing permanently effective beginning July 1, 2015.
