Department of Transportation must develop and implement a program by December 1, 2016 allowing individuals to apply for roadside memorial signs honoring immediate family members who died in automobile accidents on North Carolina highways.

Memorial signs shall be metal with the victim's name, date of birth, and date of death mounted on a pole at a height determined by the Department.

Applicants must pay a $500 fee per memorial to cover processing, materials, and installation costs, with any surplus fees transferred quarterly to The Humane Society of the United States for animal rescue operations in North Carolina.

Department must submit an interim report to the Joint Legislative Transportation Oversight Committee by September 1, 2016 on program development progress and a final report by January 1, 2017 detailing the implemented program.

Immediate family members are defined as parents, siblings, spouse, domestic partner, cohabitant, children, stepparents, and step-siblings.
