Allows the State Board of Community Colleges to waive tuition and registration fees for firefighters, EMS personnel, and rescue and lifesaving personnel whose permanent duty station is within North Carolina for approved courses that support their organizations' training needs.

Requires that firefighters, EMS personnel, and rescue and lifesaving personnel have mutual aid agreements with one or more surrounding areas to qualify for the tuition and registration fee waiver.

Clarifies that federal law enforcement officers, firefighters, EMS personnel, and rescue and lifesaving personnel who do not qualify for the tuition waiver under the new provision shall be eligible for the resident community college tuition rate for approved training courses.

Prohibits the State Board of Community Colleges from waiving tuition and registration fees for individuals outside of these specified categories.

Effective upon enactment into law.
