Repeals the prohibition on Medicaid expansion contained in Session Law 2013-5 to allow North Carolina to expand its Medicaid program.

Requires the Department of Health and Human Services to provide Medicaid coverage to all people under age 65 with incomes at or below 133% of the federal poverty level, effective January 1, 2017.

Appropriates $7,008,705 in state funds for administrative costs and $47,632,240 for Medicaid services costs in the 2016-2017 fiscal year, matched with an estimated $1.22 billion in federal funds.

Reduces appropriations to other state programs by a total of $30.99 million to account for savings from the Medicaid expansion, including reductions to Mental Health ($8.19 million), AIDS Drug Assistance Program ($14.31 million), and Inmate Health Care ($8.5 million).

Becomes effective July 1, 2016, with Medicaid coverage expansion beginning January 1, 2017.
