Requires public schools and child care facilities permitted before January 1, 1987 to test drinking water outlets for lead between February 1 and April 1, 2017, with results reported to the Division of Public Health and made public by April 15, 2017.

Schools and child care facilities must immediately restrict access to drinking water outlets with elevated lead levels (above 15 parts per billion) and provide alternative drinking water until remediation is confirmed safe by the Division.

Requires confirmatory testing within five business days of detecting elevated lead levels and notification to parents, teachers, and staff within one business day of confirmed results, with corrective action to remove lead sources completed within 12 months.

Creates a House Select Study Committee on Health and Safety in Outdoor Water Recreation Sites to study and recommend health and safety requirements for water recreation attractions by December 31, 2016.

Establishes regulation of water recreation attractions including artificial whitewater rivers under the Commission for Public Health, requiring testing of water for physical, biological, or chemical substances affecting patron health and safety.
