Appropriates $35,119,700 in recurring General Fund money to the Department of Public Instruction for the 2016-2017 fiscal year to provide approximately $100 per pupil in additional funds to public schools and charter schools that receive a D or F school performance grade, benefiting an estimated 351,197 students.

Specifies that funds allocated to local school administrative units shall be distributed based on average daily membership and used only for schools with D or F grades, with charter schools receiving funds based on their own average daily membership.

Permits schools to use these funds for enhanced educational services to at-risk students, including instructional materials, textbooks, technology-based programs, tutoring services, and literacy coaches.

Prohibits charter schools from requiring letters of recommendation or specific parent volunteer time commitments as part of the admission process.

Requires charter schools with different start and dismissal times than other public schools in their local school administrative unit to provide support services such as before- or after-school programs or transportation for students whose parents may have schedule conflicts.
