House Bill 1078 - The Equality for All Act

• Expands protected classes in North Carolina housing discrimination law to include sexual orientation, gender identity, military/veteran status, and genetic information, in addition to existing protections for race, color, religion, sex, national origin, disability, age, marital status, and familial status.

• Extends employment discrimination protections to all employers with more than one employee (previously 15 or more), and adds sexual orientation, gender identity, marital status, familial status, military/veteran status, and genetic information as protected classes.

• Creates new nondiscrimination protections for public accommodations, credit/lending, and insurance, prohibiting discrimination based on the expanded list of protected classes including sexual orientation and gender identity.

• Requires public schools, charter schools, community colleges, and universities to adopt nondiscrimination policies covering the full list of protected classes, with complaints filed to the North Carolina Human Relations Commission.

• Appropriates $788,076 in recurring funds to the Human Relations Commission for fiscal year 2016-2017 to administer expanded enforcement provisions, including four new positions.
