Grants a four percent (4%) salary increase to state employees, public school personnel, and certain officials effective July 1, 2016, including Governor, Council of State, executive branch officials, and judicial branch employees.

Provides a four percent (4%) increase to all University of North Carolina SHRA and EHRA employees, community college faculty, and school administrators (principals, assistant principals, and central office administrators) for the 2016-2017 fiscal year.

Increases public school teacher salaries under the 2016-2017 salary schedule with base monthly pay ranging from $3,640 to $5,200 depending on experience level, plus supplements for advanced certifications and special roles.

Grants a two and one-half percent (2.5%) cost-of-living adjustment to state retirees from the teachers' and state employees' retirement systems effective July 1, 2016.

Appropriates $544,511,209 from the General Fund and $14,883,326 from the Highway Fund for compensation increases, plus $105,000,000 from the General Fund and $3,200,000 from the Highway Fund for retiree adjustments in the 2016-2017 fiscal year.
