Establishes resident tuition status for individuals who attended school in North Carolina for at least three consecutive years immediately before graduation.

Requires eligibility conditions: receipt of a high school diploma from a North Carolina school or North Carolina high school equivalency diploma, and a minimum 2.7 cumulative grade point average at time of graduation.

Appropriates $7,900,000 from the General Fund to the Board of Governors of The University of North Carolina for fiscal year 2016-2017 to implement the act.

Becomes effective July 1, 2016, and applies beginning with the 2016-2017 academic year.
